Weighted round-robin & health checks

Weighted round-robin assigns servers different shares of requests, while health checks remove unavailable servers after detecting a failure.

A check is only a recent observation

Ava and Ben are workers using the cookie shop computers. Ben's computer stops, but the computer sending requests has not noticed yet. Some requests still go there.
